This CCSS 1.0 TO modification will serve as a bridge until protest activities are completed on the competitive acquisition that was awarded on September 22, 2025, under TO 36C10B25N10200014 with Sprezzatura-GovernmentCIO Joint Venture LLC (SCIO). The proposed source for this action is CivitasDX LLC. CivitasDX LLC was the incumbent contractor on the previous TO, 36C10B21N10110004, which has not expired due to the transition tasks that were underway after award of the competitive acquisition. The follow-on CCSS TO was awarded as a result of a competitive action under T4NG on September 22, 2025, under Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside procedures to SCIO. On September 26, 2025, a GAO protest was filed by CivitasDX LLC on the competitive follow-on TO award, which resulted in a stop-work order issued to SCIO. A decision on the protest from GAO is not expected until January 5, 2026, and as a result, VA was faced with a gap in service. CivitasDX is also an SBA-certified All Small Mentor-Protege Joint Venture (MPJV), majority-owned by Cognitive Medical Systems, Inc.
