The current contract Strategic Advisor Support, contract number HT0015-24-C-0003, awarded to Zygos Consulting, LLC, supports the DHA Program Executive Office (PEO) Medical Systems (J-6) Directorate. The purpose of this contract is to consult with clients to define the need or problem; initiate, supervise, and/or develop concepts and strategy for complex programs; provide strategic advice, guidance, and expertise to program and project staff; provide detailed analysis, evaluation, and recommendations for improvement for mission critical challenges/issues; supervise studies and leads surveys to collect and analyze date to provide advice and recommend solutions.
The follow-on requirement, Strategic Advisor Support (SAS) Services, was solicited on SAM.gov under HT0015-24-R-0021 and proposals were received on 4 December 2024. Award was made on 18 July 2025. There has been a delay in the start of performance due to protests received after award. A bridge action for this contract is needed to prevent a break in service due to these protests.
Recompeting the requirement or executing a bridge to any other source or allowing current services to expire would result in a substantial loss of the current functionality and sustainment of the DHA. The cost and time it would take to bring on a new contractor for the limited time needed until award and start of performance for the new contract would lead to a break in service, loss of critical support, and mission failure for PEO Medical Systems (J-6). A loss of efficiencies would also be a direct result of having a new contractor’s learning curve meet existing metrics.
As required by FAR 5.201, a special notice of intent to extend this contract was posted on SAM.gov, on 21 October 2025, notifying interested vendors that the Government plans to put
another short-term extension in place. Further bridge actions would not be needed if no additional protests are received after adjudication of current protests. The follow-on requirement
was solicited on SAM.gov as a small business set-aside.
