Award details have now been posted highlighting this recent one year task award under the CHESS ITES-SW2 contract vehicle for the procurement of H20.ai Artificial Intelligence (AI) Platform software licenses in support of The Department of Army Criminal Investigation Division (DACID).
Department/Ind. Agency: DEPT OF DEFENSE | DEPT OF THE ARMY | AMC
Contract Award Number: W15QKN25F0477
Authority: Only One Source (except brand name)’
The DACID requires a comprehensive, enterprise-grade Al platform that provides automated machine learning, generative Al model development, and model deployment capabilities. The platform must support the creation of custom large language models and generative AI applications optimized for secure, on-premises, and hybrid cloud environments within DACID’s network. The procurement should include licenses for a Dell NVIDIA L4 server, product support, professional training for the product, subject matter expert support for configuration and customization of the product and product installation to include the setup of existing server operating system and any other necessary dependencies for deployment of the product.
This capability will allow DACID to perform modern law enforcement activities and data analytics that are not possible with the technology currently used by DACID but have become necessary due to changing law enforcement needs. These critical law enforcement capabilities include the ability to identify and link similarities in subjects, victims and offenses between cases, the ability to make predictions in crime and population trends, and the ability to perform advanced analytics on digital evidence including images, videos, social media posts, cell phone data, and complex financial records. Advanced analytical capabilities will allow DACID to replace the legacy reporting tool which no longer meets the needs of analysts to provide accurate and detailed reports to headquarters and Congress as well as providing the Special Agents in Charge and other supervisors the ability to run reports and queries for their individual offices.
The H2O.ai Generative AI platform is a comprehensive, enterprise-grade AI solution that provides automated machine learning (AutoML), generative AI model development, and deployment capabilities. The platform supports the creation of custom LLMs and generative AI applications optimized for secure, on-premises, and hybrid cloud environments. H2O.ai possesses unique technical capabilities that are critical to meeting the Army’s requirements, including:
Open-Source and Customizable LLMs: H2O.ai’s H2O LLM Studio allows for the development and fine-tuning of open-source large language models, enabling DACID to create mission-specific AI models without reliance on proprietary, vendor-locked ecosystems. This capability ensures compliance with DACID data sovereignty and security policies.
Driverless AI for AutoML: H2O.ai’s Driverless AI provides automated feature engineering, model selection, and hyperparameter tuning, which significantly reduces the time and expertise required to deploy generative AI models in resource-constrained environments.
Hybrid and On-Premises Deployment: H2O.ai supports deployment in air-gapped, on-premises environments, meeting the Army’s stringent security requirements for Impact Level 5 (IL5), as defined by the Department of Defense (DoD).
Explainable AI (XAI): H2O.ai’s platform includes built-in explainability tools, ensuring transparency and auditability of AI model outputs, which is critical for operational decision-making and compliance with DoD AI ethics guidelines.
The H20.ai platform will allow DACID to perform mission critical tasks that are currently not available to the agents and analysts. These use cases include the following capabilities:
- Accelerate Investigations: Quickly identify patterns and connections within LE data that might be missed by manual analysis. Provides faster case resolution and responses to Congressional Inquiries. Allow Data Analysts and Criminal Intelligence Analysts more efficient use of their time.
Improve Predictive Policing: Identify areas with higher risk of certain crimes, allowing for targeted resource allocation. Identify populations that may require interventions for DACID responsibilities such as suicide prevention. Detect emerging crime trends and hotspots. - Enhance Resource Allocation: Optimize patrol routes and staffing levels based on real-time crime data and predicted hotspots.
- Link Analysis: Identify connections between suspects, victims, and crime scenes.
- Digital Evidence Analysis: Automate the analysis of digital evidence, such as images, videos, social media posts, cell phone data, and lengthy financial records.
- Case Quality Evaluation: Provide objective and automated assessments of case quality and make recommendations on missing, incomplete, or potentially inaccurate information. Identify areas where standardization of data fields would maximize data analysis.
- Automate Report Summarization: Quickly synthesize information from large amounts of investigative case data, generating Reports of Investigations and saving agents’ valuable time so they can maximize the time spent on the investigation.
- Generate Training Materials: Create realistic scenarios for officer training, including de-escalation techniques and policy compliance.
- Develop Intelligent Chatbots for Internal Support: Provide agents with instant access to information on procedures, policies, best practices and application support for the existing LE Case Management System.
