Sparksoft Awarded 5-Year Subcontract Supporting OTOT Technologies on the Defense Health Agency (DHA), Solution Delivery Division (SDD) Testing and Automation Contract

Sparksoft Corporation, an industry leader of innovative Digital Health solutions, has been awarded a 5-year subcontract, supporting OTOT Technologies on the recently awarded Defense Health Agency (DHA), Solution Delivery Division (SDD) Testing and Automation contract. DHA SDD supports the Military Health System and the military treatment facilities down to the end user/customer in the deployment and integration of clinical and business information, simulation, technology and medical devices solutions. The DHA SDD provides and sustains information technology capabilities that support the delivery of health care to our service members from battlefield to the home front. SDD shared services solutions serve to:

  • Support more than 9M eligible product users.
  • Document clinical encounters and data.
  • Process 25K requisitions and over $13M of medical supplies and pharmaceuticals daily.
  • Empower patients with access to online military hospital and clinic health care services and information.
  • Provide near real time global medical surveillance.
  • Manage clinical provider credentials and privileges.
  • Track billions of dollars annually in health care services.
  • Support patient safety, nutrition services, blood programs, Service Treatment Records, care coordination, occupational health, and more.

The Test & Evaluation (T&E) requirements under this contract represent critical activities that enable integrated, continuous, and risk-based testing throughout the entire lifecycle of a product. T&E typically includes, but is not limited to, the review and acceptance of the Developer’s Integration Test (DIT) report, followed by progression through the Test Readiness Review (TRR) process and execution of Government-led System Integration Testing (SIT). These activities ensure that products meet performance expectations and are ready for deployment in operational environments. In accordance with DoD guidance and instruction the objectives of T&E testing activities are:

  • To verify that the system under test meets the system’s Government-approved requirements (e.g., technical, functional, operational).
  • To assess developmental system maturity and progress toward meeting the Critical Operational Issues.
  • To identify risks associated with the acquisition of the product.
  • To provide data and/or analysis in support of the decision to certify the system’s readiness for deployment, including review of system documentation.
  • To provide an independent and objective basis to support the decision for acceptance of the product.

Under this program, Sparksoft will perform independent Test and Evaluation (T&E) services, including software testing and related tasks for SDD products. In addition to supporting Back Office automation and automation of T&E activities to enhance process efficiency and effectiveness, Sparksoft will also provide comprehensive support across all levels of care. This includes benefiting not only end users of the SDD products, but also Product Managers, development teams, and product sustainment teams. Sparksoft will ensure that requirements are testable, met, and that the product is sustainable by providing oversight from acquisition documentation review through each stage of testing. This begins with defining testable requirements during the acquisition document review phase. Based on these requirements, Sparksoft will develop a detailed test strategy outlining the types of tests to be conducted and their timing. These activities comprise a Total System Quality Assurance approach to achieve delivery of high-quality Automated Information Systems to MHS users.
