Strategic Business Systems (SBS) has been awarded a one-year sole source COSMOS Production Phase 2 contract by Naval Information Warfare Center (NIWC) Pacific for the delivery of a fully automated Infrastructure as Code (IaC) solution encompassing design, implementation, security, documentation, and maintenance.
NIWC Pacific is a designated Cloud Service Manager (CSM), providing the United States Government (USG) access to commercial Cloud Service Providers (CSPs). NIWC Pacific’s COSMOS cloud environment requires the build out of an unclassified production cloud environment and a solution to augment the current COSMOS Research & Development (R&D) environment hosted in Amazon Web Services (AWS) GovCloud at Impact Level (IL)- 4/5. While the final deliverable will be a fully automated Infrastructure as Code solution that deploys cloud infrastructure without human intervention, the work covered by this announcement is associated with available funds and additional anticipated funds to build upon the work previously completed by SBS under Contract N66001-25-P-6226.

Actions to Remove Barriers to Future Competition
The DoN is continually engaged in identifying additional CSP candidates along with expertise in zero trust implementation for future requirements in support of DoN systems and networks.Additional iterations of COSMOS may be built on different CSP platforms (i.e. Microsoft Azure, Google Cloud Platform, and Oracle Cloud) based on the demand of Navy and DoD mission owners. This COSMOS Production Phase 2 contract will bring COSMOS to a final solution, where it can be leveraged and used by DoD customers that choose to build their own capabilities for weapon systems on the cloud. At which point the COSMOS Sustainment and Enhancement Seaport TO will take over. The COSMOS Sustainment and Enhancement Seaport TO is in the process of being competed on Seaport. Once that TO is competitively awarded, it will address production environment sustainment and enhancement after completion of the work outlined in this contract.
