Jeff Barnes is an accomplished digital service leader dedicated to transforming how government agencies deliver critical technology to citizens. At the Department of Veterans Affairs’ Office of the Chief Technology Officer, Jeff was responsible for the technical oversight of VA.gov and the VA mobile app, which serve over 15 million users monthly, while managing dozens of modular contracts and vehicles to shift the agency’s procurement focus toward outcome-driven delivery.
This blend of expertise in large-scale technical governance, deep product strategy, and procurement innovation make Jeff an exceptional additional to Oddball, where he’ll help drive the next phase of digital transformation of federal citizen-centric services.
Josh Cohen brings over 15 years of experience in federal acquisition and contracting, most recently leading a $300M portfolio supporting digital transformation at the Department of Veterans Affairs’ Office of the Chief Technology Officer. With a strong background as a warranted Contracting Officer at the VA’s Technology Acquisition Center, Josh combines deep procurement expertise with a strong understanding of technology and public policy.
His experience managing complex portfolios and navigating the intricacies of federal acquisition uniquely positions him to help Oddball accelerate enterprise transformation.
In addition to helping drive innovation in government digital services, Jeff and Josh will play a key role in supporting Oddball Labs, our new innovation engine focused on rapidly prototyping advanced capabilities that solve real mission challenges across government.
