2. Description of Action: The proposed sole source modification is for a continuation of General Services Administration (GSA) Multiple Award Schedule (MAS) Contract GS-35F-540GA Task Order (TO) 36C10B20F0172 with Accenture Federal Services, LLC (AFS), 800 N Glebe Rd Suite 300, Arlington, VA 22203. This modification will be a four (4) month extension of specific sections of the current task order to continue the operational maintenance and sustainment of the Veterans Benefits Administration (VBA), Loan Zuaranty (LGY), and legacy suite of applications while the new requirement is competitively solicitated.

3. Description of the Supplies or Services: The Office of Information and Technology (OIT) and VBA LGY Business Leadership require continued operational maintenance and sustainment support of the VBA LGY legacy suite of applications. The VBA LGY legacy applications are currently the only suite of tools available to the VBA LGY Product Line for managing and administering the VBA Home Loan Program. This action is required to ensure continuous operation, administration, maintenance and sustainment of the VBA Home Loan Program benefit for Veterans and their dependents.

TO 36C10B20F0172 was competitively awarded to AFS on June 16, 2020. A logical follow-on modification was awarded on June 27, 2024, and ends on June 26, 2025. For this reason, a modification to the existing task order for a four-month extension is needed with the current vendor to continue the operational sustainment of the LGY legacy applications until the new contract/task order can be awarded. The goal of the four-month extension is to maintain the present systems and applications to ensure they can support and execute all present functionality to allow VA to continue providing home loan guarantees to our Nation’s Veterans. This four-month task order extension will leverage the following critical CLINs that are needed to keep the operational demands working

These CLINs provide services in the following areas: Operations and Security, Legacy Sustainment, Veterans Health Benefit (VHB) Sustainment for Specially Adapted Housing (SAH) and Special Housing Adaptation (SHA) Grants, Help Desk – Tier 1 Customer Care Support, Veteran Appeals Support Program (VASP) Decommission, RHEL8 Upgrade, and Salesforce Migration.

Rationale Supporting Use of Authority Cited Above: The proposed source for this action is AFS, 800 N Glebe Rd Suite 300, Arlington, VA 22203. These requirements are needed to continue the operational sustainment of the LGY legacy applications that began with the previously competitively awarded TO to AFS. The work involves managing and administering the VBA Home Loan Program for Veterans. The existing task order that currently sustains, supports, and staffs the LGY program ends on June 2????, 2025. The requested action is necessary to ensure continuity of services for administration of the home benefits offered to Veterans until the new contract is awarded. LGY is currently using outdated software that uses 20-year-old technology which makes it difficult to quickly find resources that can meet LGY’s needs. AFS has the unique and specialized knowledge required to sustain the outdated software. Additionally, the present contractor has five years of understanding and knowledge of the environment, platform, and software versions to quickly address issues.

No barriers to future competition are anticipated. The Government plans to award a new contract in August 2025. The VA TAC issued a competitive solicitation for the new contract on May 29, 2025. This extension will provide continued operational sustainment support for an additional 4-months up until the new contract is awarded.
