Global Alliant and ICF JV beats out 4 to win $24M CMS Measure Authoring and Development Integrated Environment (MADiE) System support contract

This joint venture between two longtime partners to CMS (both 2026 Elev8 GovCon honorees) has secured a 5-year contract from the Centers for Medicare and Medicaid Services (CMS) to sustain and enhance a web-based, publicly accessible tool that empowers measure developers in authoring and developing healthcare quality measures. RedTail Digital, an SBA-approved mentor-protégé joint venture between Global Alliant and ICF, is positioned to help agencies modernize mission-critical systems, strengthen cybersecurity, advance data-driven decision-making, and accelerate cloud transformation.

MADiE is a software tool that redefines the electronic Clinical Quality Measure (i.e., eCQM, measure) development and testing process by making it a self-contained process that includes dynamic authoring and testing within a single application. The tool provides the capability to author and test eCQMs in both the Quality Data Model (QDM) and Fast Healthcare Interoperability Resources (FHIR) models. MADiE also allows users to export the measures and test cases in different formats, depending on the selected model.
