This justification authorizes the use of other than full and open competition to award a task order modification for additional services to be performed under the existing Task Order for the Defense Logistics Agency (DLA) J62FB Small Financial Applications Center of Parts Activity Support. The Task Order was competitively awarded under the J6 Enterprise Technology Services (JETS) contract vehicle on March 24, 2025. The award was made to Electrosoft Services INC. (Contract SP4709-25-F-0042, Task Order SP4709-23-R-000I). The sole source modification will be awarded to provide application support and web development to support the Local Retail Buy Request System (LRBRS) modernization effort.
Requirement
The Center of Parts Activity website provides a central location of tools and data for Retail Item Managers, Material Inventory Control Managers, Supervisors, and other users in the DLA Aviation support arena to manage and forecast parts using automated alerts, preplanned actions and informational reports. COPA is an essential application with an estimated user base of 2500 users. COPA uniquely combines Air Force and DLA data to provide a one stop location for supply chain management. It is utilized by the three DLA Industrial Support Activity (ISA) locations: Ogden (00), Tinker (OC), and Warner Robins (WR) for the purpose of managing critical aviation end-times, proactively identifying potential critical short-falls, and ensure reporting and metrics. The COPA sustainment provides Information Technology (IT) application sustainment support services to support the COPA application residing the Microsoft Azure (Government) Cloud. This includes migrations, routine & required enhancements, and upgrades directed by DLA Leadership.
DLA has a requirement for additional services to support the Local Retail Buy Request System (LRBRS) component of Center of Parts Activity (COPA). Under this task order, the contractor supports the J62FB Small Financial Applications office COPA sustainment effort. The additional LRBRS effort provides a single authoritative repository and business process management (BPM) system supporting retail Industrial Support Activities (ISAs) when production is at risk or halted due to lack of parts. The core capability of LRBRS is to track, end-to-end, the local emergency retail buy and emergency organic manufacture processes in support of a military service depot maintenance industrial operation. LRBRS brings together needed business and engineering data enabling leadership to quickly review all necessary procurement documents and approve ISA retail emergency procurements or emergency organic manufacture jobs. In addition, LRBRS aggregates data and provides comprehensive performance metrics across the 7-step retail emergency procurement process and the I I- step retail emergency organic manufacture process.
The contractor supports the full range of responsibilities and provides technical support for all task areas, including:
Task 1 -Task Order Project Management
Task 2 – Application Database Administrator
Task 3 – IT Sustainment/ Customer Support
Task 4 – IT Cyber & RMF Management
Task 5 – Optional Transition Support
The additional support we require includes:
Task 1 – Task Order Project Management (additional hours)
Task 6 -Application Support/ Web Development
The Task Order including Tasks 1-5 was awarded on March 24, 2025. The Task Order contains a 12-month Base Period and one (1) 12-month Option Periods. The
Period of Performance for the Base Period is March 24, 2025, through March 23, 2026. The Period of Performance for this modification to add task 6 and add additional hours to Task 1 will be_05/24/2025, through 03/23/2027.
Under this existing task order, the contractor prepares documents in the above task areas 1-5 and maintains those documents as programmatic changes occur. The contractor also supports the program with direct coordination actions with DLA Aviation to ensure the successful execution of the COPA Sustainment effort. The additional task will provide application support and web development of Local Retail Buy Request System (LRBRS) to modernize it from a Microsoft Access Database to an application housed within the existing COPA infrastructure to provide the local emergency retail buy and emergency organic manufacture processes in support of DLA Aviation.
