Notice ID: HDTRA1_RFI_CTR_AAS_Recompete

DTRA seeks to identify interested and qualified sources capable of establishing and managing a robust pool of A&AS professionals who can successfully assist the Government in executing CTR’s mission.  Under the A&AS program, potential sources either alone or with appropriate teaming partners are expected to provide support in the following areas:

  • Subject Matter Experts (SMEs) to provide support for the DoD acquisition process to include acquisition planning and development of documents such as Contract Data Requirements Lists (CDRL), and other contract-related items
  • SMEs in nuclear, chemical and biological weapons systems, including materials transportation, custody, control, secure storage and demilitarization
  • SMEs in strategic nuclear weapons delivery systems (ICBM’s, heavy bombers and ballistic missile submarines) dismantlement and infrastructure elimination
  • SMEs in safety, construction, civil, mechanical, chemical, biological, industrial, electrical, and nuclear engineering
  • SMEs to support cost estimating; technical and cost evaluation of proposals; and technical review of contract deliverables
  • Preparation of documents such as strategic plans, budgets, reports, briefings, presentations, histories, public relations articles and official cables
  • Congressional reporting support
  • Travel, passport, and meetings support
  • Information systems networking and database management support
  • Operational logistics support

DTRA’s current A&AS contract was competed under GSA OASIS Pool 1 and awarded via contract GS00Q14OADU143 / HDTRA121F0033 to Noblis, Inc.  DTRA intends to leverage lessons learned and best practices drawn from previous efforts, looking for innovative approaches to both management and execution of A&AS activities.

The current A&AS contract includes approximately 220 FTE/resources which are aligned functionally to the CTR mission.  CTR is currently in the process of restructuring its organization from a functional to a regional approach, such that the number and allocation of A&AS FTEs/resources will likely change between the current and future A&AS contracts.

The period of performance is estimated to consist of a two-year base period plus three single-year option periods for a total period of up to five years.  The projected start date for the contract is early CY 2026.
