2. NATURE/DESCRIPTION OF ACTION(S): The proposed contract action will be a new contact issued to Bear River Associates, Inc. that will be a follow-on to HC1028-20-C-0002 for ITS/DMM support services. The ITS/DMM software solution tracks vehicles, people, and material entering the Pentagon reservation, supporting delivery, enhancing mail security, and reducing unwanted mail. The current contract was awarded on January 11, 2020, with one 12-month base period, and four 12-month option periods. The current contract ends July 10, 2025, after utilizing a six-month extension under FAR 52.217- 8, Option to Extend Services.

This follow-on Firm-Fixed-Price (FFP) contract will use Operations and Maintenance (O&M) funds without using full and open competition, to procure ITS and DMM Maintenance and Support Services to support the J6 C4 and other Department of Defense (DoD) components

3. DESCRIPTION OF SUPPLIES/SERVICES: (a) This requirement is for contractor support and maintenance for J6 C4’s ITS/DMM system that enables the Office of the Secretary of Defense, Facilities Services Directorate (FSD), Washington Headquarters Services (WHS), Pentagon Force Protection Agency (PFPA), and other DoD agencies to achieve their functional missions and objectives in support of the Secretary of Defense (SecDef). The ITS system tracks vehicles, people, and material coming into the Pentagon reservation. The vehicle and people tracking aspect of ITS are unique to the PFPA. The DMM system provides mail support to the SecDef and Deputy Secretary of Defense (DepSecDef) along with other top-level executives and the entire Pentagon population. DMM is required to enable digital routing and management of inbound mail and integrate with ITS. The system is needed to support delivery, enhance mail security, and reduce unwanted junk mail. The contractor shall provide on-site and off-site maintenance support for the ITS/DMM system, which includes: (1) Customer service support, including software troubleshooting, data analysis, data setup, technical assistance, and data management. (2) Testing and installing regular updates to ITS/DMM software (BearTracks, WebDOX, and all other software/applications on ITS/DMM servers) (3) Support and monitoring of ITS/DMM systems daily, operational, and functional readiness (4) System enhancements (b) The performance period will consist of one 12-month base period and four 12-month options. The order will include FAR 52.217-8, Option to Extend Services, which will allow the period of performance (PoP) to be extended by six months.
