1.1 This is a Firm-Fixed-Price non-personal services contract to provide Program Management support services to the Assistant Director for Health Care Administration (ADHCA), Solution Delivery Division (SDD), and the Risk Management Executive Division (RMED) of the Defense Health Agency.
1.2 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Program Management support services to the Assistant Director for Health Care Administration (ADHCA), Solution Delivery Division (SDD), and the Risk Management Executive Division (RMED) of the Defense Health Agency as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.
1.3 Background:
PEO Medical Systems/Chief Information Officer J-6 (PEO MS/CIO J6)
The DHA operates under the policy guidance and directorate of the Office of the Assistant Secretary of Defense (Health Affairs) (OASD (HA)). This contract will support the Program Executive Office Medical Systems/ Chief Information Officer J6 (PEO MS/CIO J6) Solution Delivery Division (SDD) and Risk Management Executive Division (RMED), and Assistant Director for Health Care Administration (ADHCA) business operations. The PEO MS/CIO J6 is a principal advisor to the ASD (HA), the Principal Deputy Assistant Secretary of Defense (Health Affairs) (PDASD (HA)), and the DHA Director on all matters pertaining to MHS information technology (IT), to include strategic planning; IT capital planning and investment processes; linking performance measures to MHS and DHA priorities and goals; emerging IT, data standardization, cyber security; establishing appropriate external coalitions and communications related to IT; Clinger-Cohen/FITARA compliance, and guiding the IT integration and standardization across the MHS. In support of the PEO MS/CIO J6, Business Operations is responsible for External Relations (including Congressional, Audit, and Support Agreements, Business Process Improvement, Strategy Alignment, Administrative Services, Executive Management, Human Capital Management, Service Delivery Management and Customer Relationship Management).
PEO MS/CIO J6, Risk Management Executive Division (RMED)
PEO MS/CIO J6, RMED establishes and maintains the DHA Cybersecurity Program, which governs all IT under the authority, direction, and control of the Director, DHA, consistent with DoD cybersecurity policy, while balancing risk tolerance against mission objectives. RMED directs the implementation of DoD cybersecurity mandates and coordinate compliance reporting and issue resolution between DHA Organizations and DoD, to include cybersecurity issuances, incidents, and Deputy Secretary of Defense Scorecard. It supports the DoD’s cybersecurity discipline implementation plan through a streamlined, cost-effective approach to security solutions and resources. RMED ensures that IT can be used in a way that assures MHS healthcare owners and operators in the confidentiality, integrity, availability, and usefulness of IT and DHA information.

The Military Health System (MHS) consists of a worldwide network of military hospitals, health clinics, the Department of Defense’s (DOD) private sector health business partners, and the Uniformed Services University of the Health Sciences. The primary mission of the MHS is to ensure the Nation has available at all times a healthy fighting force and the ability to support DOD missions worldwide. The Assistant Secretary of Defense for Health Affairs (ASD (HA)) oversees the MHS and is responsible for providing a cost effective, quality health benefit to 9.6 million active-duty members, retirees, survivors, and their families.

Also, there is a goal to develop and reinforce a unified SDD brand, enhance engagement of SDD stakeholders across system lifecycle, develop a proactive and comprehensive approach to SDD communications, and provide robust system adoption/organizational change management.

Assistant Director for Health Care Administration (ADHCA)
ADHCA is the primary execution body for the administration and management of health care delivery across all DoD Military Treatment Facilities (MTFs) and sustainment of the medical readiness of the armed forces and the readiness of the medical force within a unified MHS. ADHCA is responsible for the planning, direction, and management of health care facilities, implementing policy, procedures, and direction that affect health care delivery and administration, as well as providing cross-functional support to the markets and managing the TRICARE Health Plan.
To support the sustainment of a medically ready and a ready medical force and provide optimal, integrated health care to our DoD beneficiaries through the medical facilities under the authority, direction, and control of DHA and the management of the DoD TRICARE program.
This contract will support the Business Operations within ADHCA which provides all realms of business support not limited to Military Personnel, Civilian Personnel, Manpower support, and Resource Management in support of the Director for Healthcare Administration, who is directly responsible to the Director, DHA for the execution of the administration and management of health care delivery across all DoD MTF and serves as the sustainment of the medical readiness of the armed forces and the readiness of the medical force within a unified MHS.
1.4 Objectives: This requirement is to provide various business and technical activities in support of the ADHCA, SDD and RMED and sustaining base systems. The objective of this award is to provide skilled resources to support the ADHCA and PEO Medical Systems/CIO (J-6) mission and support to all SDD’s Programs and Branches by providing technical and business support activities. Among the requirements for both organizations are support services, financial and administration support for Wounded Warrior and sustaining base systems, project support where required as members of project management IPTs, the Program Management objectives include various phases of resource management, administration support, execution of business operations, Business Enterprise Architecture, and support to the SDD acquisition function in accordance with the FAR and other applicable Federal regulations, policies, and standards.

The contractor shall assist the SDD Program by performing a variety of functions, such as, but not limited to manpower, human capital, business operations and governance, military personnel, enterprise Risk Management Framework (RMF) portal maintenance, cyber workforce and policy reporting.
1.6 Period of Performance (PoP): 6 Month period of performance (1 October 2025 through 31 March 2026 with an Option 52.217-8 (01 April 2026 – 30 September 2026).
