This includes delivery of formal reports, studies, or documents deemed necessary in the execution of programmatic support for operational requirements-related documents to support acquisition programs.

Nature and/or Description of the Action being Approved.
(a) Nature of the action: USCG intends to procure, on a sole source basis, requirements documentation services, and analysis to support requirements development, necessary to support acquisition programs for the Coast Guard enterprise.

These services have been performed by the incumbent for the past five (5) years. The Government cannot accept an extended gap in services because there is an immediate demand for these services with streamlined acquisition processes. This immediacy stems from the enhanced focus on Department of Homeland Security mission execution capabilities in alignment with administration priorities. If this contract is not awarded, there will be a significant slowdown of requirements development and the acquisitions processes for the United States Coast Guard which will delay employment of mission-enabling capabilities amidst the immediate implementation of streamlined requirements development and acquisition processes.
A solicitation for similar services was published in SAM under solicitation number 70Z02324R77100001. The total number of proposals the Government received exceeded the originally projected volume. The Government Phase I evaluation of these proposals extended beyond planned timelines.
Since that time, the scope of work has shifted which necessitated cancellation of the current solicitation. To ensure newly scoped specifications are solicited from as many potential sources as possible, the Government requires time to develop a new scope of work that includes new specifications and can be fairly awarded through standard processes
