Cloin arrives fresh from the National Geospatial-Intelligence Agency (NGA), where he served as Director of the GEOINT Services Office, leading modernization efforts across IT services and GEOINT mission capabilities.
At NGA, Cloin led transformative initiatives that enhanced delivery speed, operational efficiency, and cross-functional collaboration within NGA and across the IC/DoW. Prior to federal service, Cloin served as Senior Vice President of Operations for NJVC where he reshaped corporate culture, established the Center for Technology Integration, built a software services business practice, and diversified the customer portfolio. These advances led to simultaneous increases in productivity, morale, and the number of people who began sentences with, “Bill, I’ve got an idea.”
