The proposed action is for a Firm-Fixed-Price delivery order for the procurement of brand name Oversight Systems Incorporated (OSI) Business Activity Monitoring (BAM) Software Support and Maintenance Services. The proposed effort will be issued under the General Services Administration (GSA) Multiple Award Schedule (MAS) contract number GS-35F-0598S with Alamo City Engineering Services (ACES) located at 3463 Magic Drive in San Antonio, Texas 78229.
VA Financial Services Center (FSC) has a requirement to procure brand name OSI BAM Software Support and Maintenance Services for the currently VA-owned OSI BAM perpetual licenses. The BAM software is the solution that supports the Payment Integrity Information Act (PIIA) of 2019 (PIIA P.L. 116-117), which provides the upstream and downstream invoice analysis as it relates to the historical invoicing/payment trends of vendors through payment history analysis which prevents improper payments and possible fraud. The OSI BAM perpetual licenses, that VA previously purchased, provide VA the right to operate the software.
Under this requirement, the OSI BAM Software Support and Maintenance Services shall encompass extending functionality, providing oversight, and crucial configuration to
monitor vouchers submitted for payment. Additionally, these services will include analysis and recommendations to enhance both existing and future functionalities.
This effort is for services only. No software or hardware will be renewed or procured as a result of this effort. The product is fully integrated within the workflow of the FSC payment management processes conducted by FMS and the Integrated Financial and Acquisition Management System (iFAMS) as well as the related databases. The OSI
BAM System is a single application that was modified specifically for the needs of the FSC to perform analysis of live data (payment requests) instead of a post payment
analysis or batch sampling. It was also modified to analyze iFAMS payment request along with FMS payment requests. This enables the prevention of duplicate and/or
fraudulent payments before they are approved for payment and sent to Treasury.
The period of performance shall be September 29, 2025, through September 28, 2026, with two option periods plus three optional tasks in the base year and each option
period for professional and managed support services. The optional tasks for professional and managed support services will allow for increased support which includes false positive identification and reduction, adding new configuration changes, deploying new analytics, and adding new data sources.
Rationale Supporting Use of Authority Cited Above: The proposed source for this action is ACES located at 3463 Magic Drive in San Antoni, Texas 78229. Based on extensive market research as described in Section 8 of this document, it was determined that there is no competition among vendors, and ACES is the sole Government provider of the required brand name OSI BAM software support and maintenance services. OSI does not allow any other reseller besides ACES to provide software maintenance support or other services as the aforementioned services are proprietary.
Each year, FSC processes over $30 Billion worth of commercial invoices from millions of vendors. OSI BAM supports PIIA (P.L. 116-117). Therefore, FSC is required to
implement procedures to prevent fraud and improper payments. The original BAM solution was competed in 2017, which resulted in an award utilizing the BAM solution
developed by OSI. Since 2017, the OSI BAM solution was further developed, deployed, and configured over an eight-year period and now operates via a proprietary artificial
intelligence engine and is fully integrated within FSC’s payment management processes. As part of this original competition, VA purchased (and currently owns) perpetual licenses to use the software. The related support covers standard and managed support services. Standard support covers patches, fixes and periodic updates. Managed support covers ongoing functional improvements, Cyber Security support, attend regular development meetings, and system configuration support into the VA boundary.
Whereas, any new solution, if one were capable, would require the purchase of a new solution, new licenses, and the duplicative complex development work to re-integrate
the alternative solution into FSC’s payment process. VA estimates that use of any alternative vendor would require a minimum of 12 months to configure and integrate
their product(s) into FSC. This estimate of time is based on previous integration and configuration efforts of similar size and scope.
