The Defense Health Agency, Defense Healthcare Management Systems Contracting Division (DHMS-CD), plans to award a contract modification to extend the current CustomerX Pod 3 contract, HT003824C0002.
This action is necessary to ensure continued Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO) timely fulfillment of ongoing requirements for Service Desk and System Monitoring (SD/SM) services for all JOMIS modern Information Technology (IT) products. These products include the following: Health Care Delivery (HCD), Military Health System GENESIS- Theater (MHSG-T), Theater Blood – Mobile (TBLD-M), Medical Common Operating Picture (MedCOP), and Operational Medicine Data Service (OMDS))
Ellumen, Inc. (CAGE Code 3V9H6), is the incumbent contractor for CustomerX Pod 3, contract # HT003824C0002, for Service Desk and System Monitoring (SD/SM) services for all JOMIS modern Information Technology (IT) products. The current contract has a total period of performance of 17 months, which includes a 10-month base period and a seven-month option period (option period 1).
Many of the JOMIS modern products are entering the Operational Testing (OT) and fielding periods in their software development lifecycle. This contract extension will allow Ellumen to continue developing and providing SD/SM services during this critical period in the lifecycles of JOMIS modern products. As a result of integration and testing delays beyond the control of the contractor, the projected completion and fielding dates of the assessments and testing requirements must occur after the current contract performance period ends on July 31, 2025.
These are critical points in the product lifecycles which would be negatively impacted by a change in contractor.
The key objective of the Ellumen SD/SM capability is to allow JOMIS to better support the Military Services and end users utilizing the suite of modernized healthcare solutions. The SD/SM solutions are critical enablers to support JOMIS modern products (Health Care Delivery (HCD), Military Health System GENESIS- Theater (MHSG-n, Theater Blood – Mobile (TBLD-M), Medical Common Operating Picture (MedCOP), and Operational Medicine Data Service (OMDS)). The JOMIS SD/SM solutions partner with the Services to provide end-user support and manage end-user issues, regardless of location.
Fielding of JOMIS modern products is needed to replace the current Theater Medical Data Store (TMDS) legacy system and to provide functionality in Disconnected, Intermittent and Limited (OIL) theater environments.
This contract extension will be a total of 15 months, which includes two six-month options and one three-month option.
A competitive strategy is being developed for subsequent SD/SM support services and other operational support services, with an anticipated award date sometime in Fiscal Year 2026 (FY26). The scope of this effort is still being defined.
