The Bureau of the Fiscal Service, on behalf of their Disbursing and Debt Management Services (DDM) Division is issuing this solicitation as a total Small Business Set-aside for a contractor to provide a Management Consultant on an “as-needed/part-time” basis for a total period of performance of 36-months consisting of a 12-month base period and two (2) additional twelve (12) month option periods.
The objective of this performance work statement (PWS) is to provide management consulting for part-time development, maintenance, and operational support for the DDM Debt Mainframe Input Management application and support for transitioning file processing off the Mainframe on a variable as-needed basis. The Debt Input Management application supports the Treasury Offset Program (TOP), Cross-Servicing, and Centralized Receivables Service (CRS) mainframe file processing.
The management consultant shall provide as needed services described within the scope and the following tasks and deliverables:
- Mentor and provide on the job training to the Debt File Processing Operations and Software Testing staff on mainframe technologies, Debt Mainframe Input Management file processing operations, and mainframe trouble-shooting techniques.
- Support Debt Software Testing team to troubleshoot and resolve agency debt file testing issues and support with Input Management configuration setup on the mainframe for agency file testing.
- Troubleshoot and resolve mainframe Debt file processing production operational issues due to Input Management application, Connect:Direct file processing, CA ESP or any other Mainframe related issue.
- Develop, test, and implement mainframe Input Management application code changes and configuration changes to support Debt onboarding new file types and agency file transfer changes.
