NOAA/NESDIS requires continued Financial Management Support (FMS) to sustain its mission of understanding and protecting natural resources, monitoring global weather and climate, and supporting U.S. economic vitality. NESDIS is responsible for operating NOAA’s satellite systems and delivering accurate, timely environmental data. These systems support essential services tied to national security, environmental monitoring, and economic development. This justification for exception to fair opportunity, however, is limited only to the continued performance of the Financial Management Data Services (FMDS) requirements necessary to bridge the gap until the recompete is awarded. Specifically, FMDS serves as the centralized data platform and technical infrastructure that enables the broader FMS functions by integrating and visualizing the complex financial datasets required for NESDIS satellite acquisition programs. To ensure uninterrupted support of these mission-critical operations, NESDIS requires a period of performance extension for both the FMS and FMDS services. The scope includes:
- Construction Work in Process (CWIP) accounting to ensure accurate tracking and reporting of capital project costs;
- Program control to monitor financial performance against benchmarks and to identify variances requiring corrective action;
- Implementation and maintenance of internal controls to protect assets and support reliable financial reporting;
- Audit support to maintain audit readiness and respond to oversight inquiries
- Financial execution activities to ensure timely obligation and expenditure of funds in compliance with applicable laws, policies, and timelines.
