Appian awarded DISA bridge Integrated Defense Enterprise Acquisition System (IDEAS) – Tier 2/Tier3 Support contract

The nature of this action is to issue a firm-fixed price (FFP), sole source bridge contract for a total of nine months comprised of a three-month base period and six, one-month optional periods.

This bridge shall provide critical services to DISA/Procurement Services Directorate (PSD), who utilizes a contract writing system, IDEAS, for telecommunications contracting actions. This system was developed and built utilizing Appian Business Process Management (BPM), and requires software development sustainment, system integration, and technical expertise until the follow-on effort is competed and successfully awarded.

Specifically, the Government requires continuity of support for IDEAS during this period. This support includes (1) programming support to integrate DISA ordering and the Financial Accounting Management Information System-Working Capital Fund (FA83,MIS-WCF) systems in the Business Enterprise Architecture (BEA); (2) sustainment of deployed capabilities in the IDEAS solution by rapidly troubleshooting and repairing software issues impeding the execution of deployed contracting capability; and (3) provide technical expertise to ensure high availability of the multiple instances and tiers of the IDEAS application to meet the DISA contracting mission. The period of performance for this acquisition is three months with six one-month options.

Proposed sole source contractor. The incumbent contractor is Appian Corporation. Due to the competitive follow-on effort currently in pre-award status with the Government reviewing the Request for Proposal (RFP) questions from vendors ahead of receipt of vendor proposals, the incumbent contractor is the only source that can fulfill this requirement without risk of a substantial break in service/support.

This effort is a bridge to extend the existing contract until the competitive follow-on has been successfully awarded. Solicitation HC101325R0008 for the follow-on contract was posted on Contract Opportunities on August 14, 2025, as a full and open requirement. Source Selection for the follow-on effort is ongoing, and the next milestone is receipt of proposals on November 6, 2025.
