Census Bureau’s new acting CIO is John Studds, replacing Michael Thieme

According to the Census Bureau’s website: “John Studds is currently performing the duties of chief information officer at the U.S. Census Bureau.

In this role, John provides executive leadership focusing on aligning enterprise technology strategy with core business objectives enabling the Census Bureau to fulfil its mission as the leading source of quality data about the nation’s people and economy.  John brings more than 30 years of experience driving digital innovation and leading large-scale IT transformations within the government.

Most recently, John served as the Chief of the Application Development and Services Division, overseeing a team of nearly 200 government staff developing and managing enterprise IT systems supporting data collection, field operations, human resources, facilities, Census Bureau websites, employee collaboration and other IT support services. He also supported the modernization of enterprise data collection and management through the Data Ingest and Collection for the Enterprise and the Enterprise Data Lake initiatives.

In 2008, John joined the Office of the Chief Information Officer, where he established the enterprise-wide Centurion Internet data collection system, significantly expanding the agency’s digital data collection capabilities including those for the American Community Survey, economic indicators, and the Internet data collection for 100 percent of the Economic Census starting in 2017. His leadership was crucial in the design, development, and operation of the Primus system, used for the 2020 Census Internet Self-Response operation.  Prior to joining the Office of the Chief Information Officer, John led major digital initiatives in the Governments Division, including the implementation and expansion of internet data collection and the reengineering of various network and survey program support services. He also led the Federal Financial Programs area including directing programs such as the Consolidated Federal Funds Report, the Federal Aid to States Report, and the Federal Audit Clearinghouse as executive agent for the Office of Management and Budget.”
