For this contract award, the Federal Railroad Administration (FRA) seeks to obtain professional strategic planning and business process improvement services to support the Office of Railroad Development (RRD) in transforming its internal operations and establishing a centralized Business Process Improvement (BPI) function. The initiative is part of FRA’s broader effort to enhance operational efficiency, quality, and performance—particularly in the context of implementing and managing programs under the Bipartisan Infrastructure Law (BIL).
Rios Partners was awarded this contract to assist FRA in standing up and operationalizing the newly established Office of Business Process Improvements, Coordination and Strategy (RRD 10.2). This office will serve as the hub for identifying, coordinating, and implementing critical BPI initiatives across RRD, with a focus on long-term sustainability and alignment with FRA’s strategic goals.
The three primary task areas include:
- Supporting FRA in developing and implementing a strategic plan for RRD 10.2, including mission and vision statements, performance metrics, and a communications strategy.
- Assisting FRA in identifying and prioritizing business process improvements over the next three to five years, including the creation of a Business Process Inventory, Gap Analysis, and BPI Roadmap.
- Establishing a Business Process Change Management Program to lead both large-scale reengineering efforts and smaller, continuous improvement initiatives across RRD.
