The DOE Office of Headquarters Procurement Services (MA-64), located in Washington, D.C., proposes to issue a Federal Supply Schedule (FSS) task order above the simplified acquisition threshold (SAT) by limiting the number of sources. This action is in support of the Office of Environment, Health, Safety and Security (EHSS).

The purpose of this sole source action is to issue a new hybrid firm-fixed price and time and-material task order that will serve as a bridge to GS-35F-0542P/ 89303018FAU400001 with Edgewater Federal Solutions, Inc. As a result of this new award, the period of performance will be twelve (12) months, consisting of a three-month base period and three (3) three-month option periods. The period of performance will be from July 23, 2025 July 22, 2026.

DESCRIPTION OF REQUIRED SUPPLIES/SERVICES

The DOE’s Office of Environment, Health, Safety & Security (EHSS) leverages info1mation technology (IT) to streamline safety, health, and security efforts across DOE operations. Using advanced IT systems, EHSS implements and monitors rigorous safety protocols, conducts thorough risk assessments, and manages environmental data effectively. Additionally, EHSS employs IT solutions to enhance security measures, ensuring the protection of critical infrastructure and sensitive info1mation. By harnessing IT advancements, EHSS facilitates the seamless integration of safety practices and regulato1y compliance, ultimately promoting a culture of innovation and ensuring the utmost safety and security for DOE personnel and the public.

EHSS has a continuing need to provide responsible technical expe1iise for environment, health, safety, and security policy development, safety analysis, c01porate safety and security programs and assistance at DOE facilities. Applications Infrastructure and Cyber Security Support (AICS) initiatives assist the Department by identifying the risks associated with activities that could jeopardize DOE’s mission. The following is a description of the major applications, databases and systems that directly suppo1i the DOE’s continuing needs:

• EHSS Applications (Unclassified): EHSS operates and maintains 14 classified application databases. Most of the systems have between 200 and 600 end users. This contract will provide for continued development, operations, and maintenance for these applications.

• EHSS Applications (Classified): EHSS operates and maintains 4 classified application databases. Most of these systems have between 200 and 600 end users. This contract will provide for continued development, operations, and maintenance for these applications.

• EHSS Classified Local Area Network (CNet): EHSS operates and maintains a local area network suppo1iing 200-300 users that is approved for classified information. This is a thin client, Microsoft based network and supports Microsoft office productivity applications, as well as Microsoft and Oracle databases.

This action is only for a short duration bridge task order until a new award is in place. A competitive source selection is in progress, and award is anticipated to be made by the first quarter of Fiscal Year 2026.
