Nature and/or Description of the Action Being Processed:
The VA Portland Healthcare System VA Research Service, Center to Improve Veteran Involvement in Care (CIVIC), under VA Health Systems Research (HSR) Center of Innovation (COIN), intends to negotiate a new sole source Firm-Fixed-Price contract with the Oregon Health & Science University (OHSU), the primary academic affiliate, to support the US Department of Veterans Affairs (VA) aim for scientific and technical services to develop a data analysis plan for each study and program the statistical analyses for these studies.
CIVIC’s mission is to support high quality research on patient-centered approaches that promote Veteran engagement and active participation in VA and non-VA healthcare and other resources to improve Veteran health and well-being. CIVIC’s vision is to continue its development as a multidisciplinary, collaborative team of health-systems investigators who conduct innovative, highquality research on Veteran-centric care that has relevance and impact for Veterans and other VA stakeholders. The data analyst and biostatistician support and the technical expertise they bring to our studies are critically needed to support our core research staff.
Description of Supplies/Services Required to Meet the Agency’s Needs:
The proposed action is to support the CIVIC with analysis services, manuscript services, grant preparation, consulting, and data management. The support provided by OHSU for this contract will work with the Principal Investigator(s) to develop a data analysis plan for each study and program the statistical analyses for these studies. Analyses and associated reports will be completed for reporting, funding agency requirements, as well as for any scientific abstracts and peer-reviewed publications for each study. OHSU will ensure that innovative, multimodal research methods are supported by optimal, streamlined data infrastructure by analysis of multiple databases used to capture study process and outcomes data. After analysis has been completed, regular management of the databases and analysis modifications will be accomplished as needed throughout the project period. Research activities include extracting, cleaning, validating, and analyzing healthcare data from large datasets and/or advanced expertise in SQL, SAS, SPSS, Stata, R, and Microsoft Access.
